Minster Lovell Parish Clerk/Responsible Financial Officer Vacancy

 

Minster Lovell Parish Council has a vacancy for a Parish Clerk and Responsible Finance Officer to undertake the administration and financial management of the Council. The Council is seeking a candidate with good organisational, secretarial and administrative skills and with good numerical and financial acumen. 

 

The Council manages allotments, Ripley Avenue Amenity Area Play Park and bus shelters in the village and organises an annual Service of Remembrance. The Clerk is the administrator and Responsible Financial Officer of the Council and as such is required to manage the council finances.  Duties include:

 

Procedures - Manage the monthly meetings of the Council including preparing the agenda, taking the minutes, advising Councillors on procedural/legal matters and progressing actions.  This will include attendance at and administration of the Council’s Committees.

 

Planning - Ensure planning applications are circulated to Councillors, considered by the Council and submit responses to the Local Authorities in accordance with timescales and policies.

 

Finances - Manage the Parish Council’s finances; preparation of quarterly financial statements, payment of invoices, banking, end of year accounts, submission of accounts for internal and external audit, VAT reclaim, preparing for budget review and precept determination.  Money Manager 7 is used for financial accounting.

 

Administration - Deal with correspondence, draft public notices and undertake all necessary administration of the Council. Administer, regularly up-date and review the Council’s web-site.

 

Candidates must possess a high standard of oral and written communication skills, be proficient in Microsoft Office software (particularly Word and Excel), be capable of working independently without supervision and have the ability to deal with a range of issues and members of the public.  Experience in a similar role or knowledge of Local Council would be an advantage.  Experience of website maintenance preferable; training will be provided if necessary.

 

Employment Contract for 10 hours weekly (12 hours in the first 3 months)

 

  • Salary range: NJC LC2 (range 13-23), currently £23023 - £28226 per annum, (pay award pending) Paid pro rata monthly depending on experience / Office allowance of £1,000 per annum

  • Regular monthly meetings on the 3rd Monday of each month, commencing at 7.00pm

  • Holiday entitlement 4 weeks annually plus statutory bank holidays

  • Working from home with facility to house filing cabinet and Council paperwork

  • Desk and chair provided if necessary.  A laptop, printer, and mobile phone will be provided

Welcome to the Minster Lovell Parish Council Website

 

The Parish Council is the first tier of Local Government and is here to help the village.

We have responsibility for getting the grass cut, keeping the communal trees tidy, monitoring and responding to planning applications among many other things.

 

Seven Councillors serve on the Parish Council and give their time.  None collect any form of allowance (although travel costs for meetings outside the Parish are reimbursed).

All villagers are welcome to attend the Parish Council meetings which usually held on the third Monday of each month in St Kenelms Hall, Brize Norton Road, Minster Lovell
